docs: 治理报告去掉 bundle 的写死 hash，改为现场可复核判据

上一提交在 D7 行与第七节写上「list-heads → main = 4e18272」，但该 ref 指向会随每次
提交变化 —— 报告一旦入库就已经过期，读者复核必然看到不一致。改为只给判据不给值：

- D7 行 / 第七节：删除固定 hash，改为「`git bundle list-heads <file>` 里的
  `refs/heads/main` 必须等于 `git rev-parse HEAD`；引用时不要写死 hash」。
- 保留 f96dcb8 这一历史事实（restore-checkpoint 覆盖面不足的依据），它是稳定事实。

理由：这与本报告自身正在治的病同族 —— 把「随时间变化的量」写成常量，等于制造下一个
「文档与实况不符」的缺口。
